Two student populations are distinguished:
- Programme country students: Students from the 28 EU Member States, Iceland, Liechtenstein Macedonia, Norway or Turkey.
- Partner country students: Students from any other country, provided they are not currently residents of these eligible countries (above), nor have carried out their main activity (studies, work, etc.) for more than a total of 12 months over the last five years in one of these countries.

The estimated student participation costs for the entire study period (4 semesters) are:

Participation costs are estimated based on the dependence of the number of students hosted every year.
The differences between Programme country and partner country students’ costs are due to the costs of maintaining an international office, assistance with visas, assistance with accommodation, insurance services and other related administrative costs needed for Programme country applicants.
Students admitted to the programme shall be responsible for payment of all fees including tuition fees. The rate of tuition fees are set annually in advance by a unanimous resolution of the JPB.
Students shall pay their fees yearly in advance and in one instalment to the REM Secretariats.
Additional expenses may be incurred by students enrolled on the programme in respect of non-academic or non-obligatory facilities, services and functions provided by the organizing universities, which expenses shall be borne by students enrolled on the programme.
Students are solely responsible for the expenses of accompanying spouses and/or other dependant figures.
Financial responsibility of students on the programme
Prior to participating in the programme, students should have adequate funds to cover:
- Study at each of the universities including relevant financial documents required for Visa purposes.
- Tuition, academic and other fees payable in respect of participation in the programme.
- Medical/health insurance.
- Travel to and from the student’s home country to the other partner universities as required by the programme.
- Personal and living expenses, including accommodation, food; and any other debts incurred by the student or his/her dependants for the duration of his/her study abroad.
